Job Position: Budget Analyst
Job Location: NAS North Island, CA
Description:
Provide operational support services to the Commander Naval Air Forces Pacific Fleet.
Task and Responsibilities:
- Execute the approved COMNAVAIRPAC N6 spending plan and prepare all required budget monthly reports.
- Provide input and recommendations in the preparation of semi-annual budget submissions for the COMNAVAIRPAC N6 Department.
- Formulate a forecasted Programming Budget Information System – Information Technology (PBSI-IT) budget plan for the COMNAVAIRPAC N6 Department. The forecasted budget is a (5) plan for programming MILCON projects requiring IT equipment and services, Life Cycle Management, Data Center requirements, and the Master Aviation Plan (MAP) IT requirements.
- Compiles cost figures used in analyzing and forecasting funding needs and monitor obligation rates. Provide advice and recommendations to the COMNAVAIRPAC N6 on matters pertaining to allotted distribution and budgetary funding (COMPACFLT Spring budget data call and Presidential Budget (PBFY).
- Provide input and recommends for periodic reprogramming of funds, in accordance with obligation trends, through use of a wide range of analytical methods (e.g. cost-benefit analysis, cost effectiveness, supply and demand data, as well as trend analysis).
- Using the online tool Navy Information Technology Approval System (NAV-ITAS) The Budget Analysis will review each request for new Hardware/Software or IT Service and provide acknowledgement that each submission is complete and when required the appropriate code identifying a Data Center code or PBIS-IT code is accurate and that the appropriate funding is programed and available. (Approximately 45-50 reviews monthly).
- Maintain an unfunded requirements list. Coordinate with CNAP N8 to fund the commands priority unfunded requirements. Prepare funding documentation as required.
- Maintain accountability for all material and equipment shipments and provide quarterly shipping and receiving report the COMNAVAIRPAC N6A.
- Responsible for maintaining procurement specialists accounts (3). Responsible for ensuring procedures and policies are followed for each procurement purchase and verification of accounts balance.
- Process Procurement Request for IT equipment and services purchase and funding approval for COMNAVAIRPAC Headquarters, 109 Shore Activities CVWs/TYPEWINGs and Squadrons, and Afloat Staff’s and CVNs. (Approximately 25-30 procurements monthly).
- Process/fund NMCI Task Orders bimonthly – Once the NMCI order cycle has ended, CPF will forward the Task Order and dollar amount that needs to be modified to include the additional services being purchased. (200 – 250 times annually).
- Process Dormant Account Review Quarterly (DAR-Q). Providing the required documentation and submission in the Automated DAR-Q tool. Reviewing dormant records to evaluate the status and initiate corrective action as necessary. As required from the Dormant Account Review Quarterly (FPM18-02). (Approximately 300-400 reviews quarterly).
- Perform other job-related duties as assigned.
Required Skills:
- Must be U.S. Citizenship
- Current DoD Secret Clearance
- Bachelor’s degree in accounting, financial, or equivalent verifiable work experience of five (5) years providing budget analysis and logistic support similar to functions described under this functional support area.
- Extensive knowledge and understanding of Fleet operations in regards to NMCI, One Net, deployable requirements, DON CIO mandate to use DLA for multifunction devices (MFD), submission and guidance of NAV-IDAS Information Technology Procurement Request (ITPR), and SharePoint.
- Knowledge of Command Carrier Strike Groups (CCSG) and Aircraft Carriers (CVN), Consolidated Afloat Networks and Enterprise Services (CANES) systems.
- Technical knowledge in the procurement and project management of Video Teleconference Systems (VTC) and Audio-Visual equipment.
- Proficient knowledge of applicable concepts and practices in logistics and budget such as budget preparation, warehousing, and inventory management.
- Overall computer proficiency including proficiency in Microsoft Office (Word, Power Point, Excel, Outlook) and SharePoint, additional applications proficiency required for NAV-IDAS (ITPR), PBIS-IT, STARS-FL, and Command Financial Management System (CFMS).
- Possess superior customer service and communication skills (oral and writing skills) to work closely with all levels of leadership involved in IT operations, lifecycle, and technical aspects of C51 system.
- Proficient using MS Office Suite (i.e., Word, Excel, PowerPoint, SharePoint, and Outlook)
- Excellent problem solving, decision-making and troubleshooting skills

Position type: Full Time – Exempt
Pay Range: $117,776-$153,113 per year
Hours to Work: Monday through Friday
