Job Position: Information Technology Lifecycle Support
Job Location: NAS North Island, CA
Description:
Provide operational support services to the Commander Naval Air Forces Pacific Fleet.
Task and Responsibilities:
- Reviews, evaluates, and performs Navy Validator services on COMNAVAIRPAC’s system accreditation packages in accordance with Department of Defense (DoD) and Department of the Navy (DoN) policies. Works with COMNAVAIRPAC’s Information Systems Security Manager (ISSM) and COMPACFLT’s Information Assurance (IA) team for the completion and validation of all Certification and Accreditation (C&A) packages for COMNAVAIRPAC associated systems. (Approximately 20+ accreditation packages evaluated annually). Represents CNAP at required Risk Management Framework (RMF) milestone checkpoint meetings with COMPACFLT and the FCC Navy Authorizing Official (NAO) office.
- Tracks and reports the status of Information Technology projects supporting COMNAVAIRPAC and subordinate commands. Ensures that all reporting and registration requirements for new software and hardware requirements are in accordance with DoD and DoN policy. (Approximately 10-15 Projects processed annually).
- Reviews compliance assessment and submittal of all IT Lifecycle reports to COMNAVAIRPAC’s ISSM. (Approximately 20+ compliance reviews conducted annually).
- Maintains an IT Lifecycle Management tracker for all functional areas within a COMNAVAIRPAC Portal environment. (Tracker to be posted on CNAP SharePoint and updated monthly).
- Performs IT Procurement Request (ITPR) reviews for COMNAVAIRPAC and subordinate command requests; and provides recommendation based on IA policy to the CNAP ISSM. (Approximately 5-7 monthly).
- Tracks and coordinates Navy Enterprise Data Center (NEDC) consolidation efforts for all COMNAVAIRPAC owned systems. Coordinates meetings with various stakeholders to ensure NEDC objectives are achieved. (Approximately 5-7 NEDC reviews annually).
- Organizes and facilitates Monthly IT Lifecycle Management meetings to address Information Assurance (IA) policy, Certification and Accreditation (C&A) tracking and to address project manager’s questions and concerns. (Approximately 20+ Information Systems reviewed monthly).
- Provides C&A assistance to COMNAVAIRPAC HQ and subordinate commands to facilitate the completion of C&A packages within the Navy’s Enterprise Mission Assurance Support Service (eMASS) and any other applicable databases. Assists users in creating required accounts for C&A websites and databases. (Provides training to Staff and subordinate commands as military rotation/turnover requires).
- Collaborates with other technical C&A leads, field services technicians, project managers and data center operations, and technical subject matter specialists to ensure CNAP ISSM is provide expertise in security design and implementation for COMNAVAIRPAC’s emerging IT requirements.
- Assists the CNAP ISSM with Command Cyber Readiness Inspection (CCRI) site visits. Requires travel to the site and a review of all of the information systems that reside at said site.
- Tracks and reports required Data Center Inventory Management (DCIM) reporting requirements to COMPACFLT, as required. Contacts, coordinates, and assists subordinate commands to successfully collect and report the required information.

Required Skills:
- Must be U.S. Citizenship
- Current DoD Secret Clearance
- Bachelors degree in a computer or related technical field.
- In lieu of the undergraduate degree, must have one or more of the following certifications: CISSP, CISM, CASP, and SEC +. Qualified as a Navy Validator Certificate from the Navy Certification Authority (CA) or able to obtain a Navy Validator Intermediate Level Certification within 6 months of hire. IAT Level I and IAM Level I certifications or higher in accordance with DoD 8570.01M “Information Assurance Workforce Improvement Program”.
- Must have five (5) years of IT related and recent professional experience.
- Must have five (5) years of experience and knowledge of all C&A subject area with in-depth familiarity and understanding of Navy IT sites, systems, and infrastructure.
- Extensive knowledge and experience with RDT&E and Business IT systems and the phases of the Certification and Accreditation (C&A) process.
- Expert Knowledge of cybersecurity regulations including, Risk Management Framework, NIST 800 series, FISMA, DoD Instructions, DoN Chief Information Officer policies and other relevant regulatory and compliance documents.
- Solid Knowledge base of commonly used DoD cybersecurity tools including Host Based Security System (HBSS), Security Content Automation Protocol (SCAP) Tool, Nessus, Vulnerability Remediation Access Management (VRAM) tool, Assured Compliance Assessment Solution (ACAS), and DISA Secure Technical Implementation Guides (STIGs).
- Experience working with Navy C&A efforts as a Navy Validator
- Proficient using MS Office Suite (i.e., Word, Excel, PowerPoint, SharePoint, and Outlook)
- Knowledge and experience with one of the following database management systems (Oracle, Sybase or SQL) preferred.
- Working knowledge of the DoN Application and Database Management System (DADMS)/DITPR-DON, eMASS and NAV-IDAS online system management and procurement tools
- Solid knowledge of network security concepts and technologies, including but not limited to firewalls, Intrusion Detection Systems (IDS) / Intrusion Protection System (IPS), proxy servers, access control systems and web application firewalls.

Position type: Full Time – Exempt
Pay Range: $117,776-$153,113 per year
Hours to Work: Monday through Friday
