Job Position: Operations Manager IV

Job Location: Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD)

Summary:

In this position, the Operations Manager IV leads complex operational functions in support of NSWC PHD. This senior-level role is responsible for overseeing cross-functional teams and technical programs, ensuring alignment with strategic objectives, contractual requirements, and Department of the Navy (DON) standards. The Manager provides guidance to internal and external stakeholders, addresses inquiries, and resolves issues promptly to minimize disruptions. Additionally, the role facilitates stakeholder engagement and ensures effective communication and coordination across departments and teams to support efficient task execution and service delivery.

Key Responsibilities:

Strategic Oversight & Program Alignment

  • Lead daily operations across multiple technical and administrative teams
  • Ensure program alignment with strategic goals, milestones, and performance objectives
  • Develop and implement operational plans, policies, and performance metrics
  • Monitor progress and report on key performance indicators (KPIs), identifying areas for improvement

Process Optimization & Compliance

  • Design and implement systems and workflows that improve productivity and reduce waste
  • Ensure compliance with internal controls, government regulations, and contractual obligations
  • Support proposal development, contract execution, and operational planning
  • Resource & Financial Management
  • Oversee personnel, budgets, and material resources to support mission-critical operations
  • Track operational expenditures and manage budgets against targets
  • Validate resource alignment with program goals and funding guidelines

Program & Customer Support

  • Assist and guide internal and external stakeholders, resolving issues to minimize disruptions
  • Facilitate cross-departmental collaboration and coordinate tasks between teams
  • Communicate effectively with government clients, program managers, and senior leadership
  • Provide strategic insights and operational support to ensure efficient management of activities and stakeholder satisfaction

Reporting & Executive Communication

  • Prepare executive-level briefings, reports, and operational dashboards
  • Lead initiatives to improve systems, tools, and operational infrastructure
  • Identify risks and propose mitigation strategies to maintain operational continuity
  • Communicate consistently with assigned supervisor(s)
  • Stay focused on assigned tasks and contribute to team objectives
  • Complete additional duties as assigned in support of mission success
  • Perform additional duties as assigned.

Qualifications:

  • Current SECRET Clearance 
  • Knowledge of Navy correspondence and records management procedures, and Navy squadron organizational structure and their relationships to Type Wing Commanders and Type Commanders.
  • Bachelor’s degree in Business Administration, Operations Management, or related field and 8+ years of progressively responsible experience —OR— No degree and 12+ years of hands-on experience in operations, logistics, or program management.
  • Navy administrative or technical management experience
  • Leadership and Business Skills: Demonstrated ability to lead teams, build business relationships, develop networks, and drive operational success. Strong business acumen with the ability to identify opportunities for growth and improvement.
  • Knowledge of SCA Compliance: Strong understanding of the Service Contract Act, including compliance requirements and reporting.
  • Communication Skills: Excellent verbal and written communication skills, with the ability to interact effectively with military personnel, contractors, and administrative staff.
  • Problem-Solving: Strong problem-solving abilities, with a proactive approach to identifying and addressing issues.
  • Project Management: Strong organizational and project management skills, with the ability to prioritize tasks and manage multiple responsibilities simultaneously. 
  • Proficient using Microsoft Office applications (i.e., Word, Excel, PowerPoint, and Outlook, MS Teams).
  • Excellent written and verbal communication skills. 
  • Ability to work well under pressure.
  • Ability to maintain effective working relationships, professional demeanor, and attitude.
  • Must be dependable.

Preferred Qualifications:

  • Familiarity with U.S. Navy systems, platforms, and operational environments
  • Experience supporting engineering, acquisition, or logistics programs
  • Demonstrated success in leading cross-functional teams and managing complex workflows
  • Strong background in compliance, reporting, and performance optimization
  • PMP, Lean Six Sigma, or similar certification preferred

Travel Requirements:
This position may require travel to various military sites.  Must be able to travel up to 25% of the time, depending on contract needs and locations. 

Work Environment/Physical Requirements: 

  • Primarily office environment.
  • Ability to sit for long periods and perform repetitive motion (keyboarding).
  • Occasional work in hangar and flight line areas.
  • Noise levels are usually moderate but may be loud near aircraft parking areas.
  • Must be adaptable, while also traveling to various military sites as needed. The role involves working in a fast-paced, dynamic environment, supporting the mission and goals of both the contracting team and the military client.

Position type: Full Time

Classification: Exempt 

Hours to Work: Monday through Friday during standard business hours; additional hours as needed to fulfill position responsibilities. 

Salary: $75,000.00- 80,000.00 annually

Requirement: Must be authorized to work in the United States 

Clearance Level: Shall possess and maintain secret level security clearance
