Job Position: Program/Project III Manager

Job Location: Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD)

Summary:

The position is responsible for the planning, execution, and successful delivery of assigned programs. The PM will work closely with managers, stakeholders, and cross-functional teams to ensure program goals and strategic objectives are achieved on schedule and within budget. A key focus of this role is providing strong leadership, team development, and business acumen to drive operational success, ensure compliance, and deliver long-term client satisfaction.

Key Responsibilities: 

  • Program Planning and Strategy: Develop and manage comprehensive program plans, timelines, and budgets. Ensure alignment of program objective with organization goals and strategies. 
  • Program Management: Overseeing the daily operations of the SCA administrative contract, ensuring adherence to contract terms, budgets, and schedules.
  • Operational Oversight: Supervise team managers and administrative staff to ensure smooth and efficient workflow, meeting contractual obligations and performance standards.
  • Leadership and Team Building: Demonstrate strong leadership abilities by guiding and developing site management teams, fostering a culture of collaboration, accountability, and high performance. Actively build business relationships and networks to promote teamwork and trust between military personnel and contractors.
  • Compliance and Reporting: Ensure compliance with SCA regulations, contract requirements, and company policies. Assist in preparing and submitting required reports, ensuring proper documentation and adherence to timelines.
  • Liaison and Communication: Serve as a point of contact between military personnel, and contractors. Facilitate communication, resolve conflicts, and ensure that all parties are aligned with contract goals and expectations.
  • Employee Management: Assist in the recruitment, onboarding, and management of administrative staff. Monitor performance, address any issues related to attendance, performance, or conduct, and support employee development.
  • Contractor-Military Relationship Management: Build and maintain strong working relationships with military clients, ensuring their needs and concerns are addressed promptly and professionally. 
  • Develop a strong working relationship with the Technical Advisor (TA) under the SCA contract to ensure smooth coordination and compliance with contract requirements. Promote collaboration between military personnel and contractor teams.
  • Problem Resolution: Identify operational or personnel issues and work with the Managers to develop and implement solutions. Address any operational challenges that arise in the performance of the contract.
  • Process Improvement: Recommend and implement process improvements to optimize contract performance, streamline administrative tasks, and enhance overall efficiency.
  • Budget and Resource Management: Assist with budget planning, resource allocation, and cost control measures to ensure that the contract operates within its financial constraints.
  • Training and Development: Work with HR and management to provide necessary training to site teams on compliance, conflict resolution, and building effective relationships within the contract structure.
  • Other Duties: Perform additional duties as assigned by Headquarters Office. 

Qualifications:

  • Current SECRET Clearance 
  • Knowledge of Navy correspondence and records management procedures, and Navy squadron organizational structure and their relationships to Type Wing Commanders and Type Commanders.
  • Minimum of 7 years of experience in contract management, program management, or operations management, with a focus on military or government contracts. 
  • Navy administrative or technical management experience
  • Experience in the management of various labor categories, monitoring of costs, and adherence to the basic requirements of federal government cost reimbursable service contracts
  • Leadership and Business Skills: Demonstrated ability to lead teams, build business relationships, develop networks, and drive operational success. Strong business acumen with the ability to identify opportunities for growth and improvement.
  • Knowledge of SCA Compliance: Strong understanding of the Service Contract Act, including compliance requirements and reporting.
  • Communication Skills: Excellent verbal and written communication skills, with the ability to interact effectively with military personnel, contractors, and administrative staff.
  • Problem-Solving: Strong problem-solving abilities, with a proactive approach to identifying and addressing issues.
  • Project Management: Strong organizational and project management skills, with the ability to prioritize tasks and manage multiple responsibilities simultaneously. 
  • Proficient using Microsoft Office applications (i.e., Word, Excel, PowerPoint, and Outlook, MS Teams).
  • Excellent written and verbal communication skills. 
  • Ability to work well under pressure.
  • Ability to maintain effective working relationships, professional demeanor, and attitude.
  • Must be dependable.

Preferred Qualifications:

  • Master’s degree in Business Administration or related field.
  • PMP, Lean Six Sigma, or similar certification preferred
  • Experience supporting the Department of Defense (DoD), U.S. Navy, or other government organizations.
  • Familiarity with contract management, acquisition processes, and program evaluation methods.
  • Familiarity with U.S. Navy systems, platforms, and operational environments.

Travel Requirements:
This position requires regular travel to various military sites.  Must be able to travel up to 25% of the time, depending on contract needs and locations. Travel may include overnight stays.

Work Environment/Physical Requirements: 

  • Primarily office environment.
  • Ability to sit for long periods and perform repetitive motion (keyboarding).
  • Occasional work in hangar and flight line areas.
  • Noise levels are usually moderate but may be loud near aircraft parking areas.
  • Must be adaptable, while also traveling to various military sites as needed. The role involves working in a fast-paced, dynamic environment, supporting the mission and goals of both the contracting team and the military client.

Position type: Full Time

Classification: Exempt 

Hours to Work: Monday through Friday during standard business hours; additional hours as needed to fulfill position responsibilities. 

Salary: $100,00.00- $110,000.00 annually

Education: Bachelor’s degree in business administration, management, or a related field. Master’s degree preferred.

Requirement: Must be authorized to work in the United States
