Job Position: Technical Order Librarian (TOL)

Job Location:  NAS Patuxent River, Lexington Park, MD (VX-1)

Summary:

The Technical Order Librarian shall maintain the squadrons Central Technical Publications Library (CTPL) in a complete and current status in accordance with COMNAVAIRFORINST 4790.2 (series) Naval Air Systems Command Technical Manual Program, NA 00-25-100 for Commander, Naval Air Forces (CNAF).

Task and Responsibilities:

  • Uses subject-matter knowledge and judgment to complete assignments consisting of numerous steps varying in nature and sequence.
  • Clerical tasks, including filing of pre-coded documents in chronological order, operation, and maintenance of standard office equipment, and required office organization.
  • Responsibilities include filing pre-coded documents in a chronological file, or operating office equipment, (e.g., photocopy, typewriter).
  • Performs duties for “O” Level maintenance support, maintains Electronic Library Management System (ELMS) via the NATEC website, performs library audits, and issues any revisions, changes, or Interim Rapid Chances (IRACS).
  • Update weekly IRAC and Technical Directives (TD) tracker. 
  • Perform Dispersed Technical Publication Library (DTPL) audits and conduct training as necessary. (REMOVE- VQ-1 DOES NOT HAVE DTPL’s SO THE TOL & TOL-C DO NOT CONDUCT AUDITS)
  • Organizes and operates libraries of technical publications, reports, and related maintenance data. Maintains all master aircraft technical orders and publications, technical order inventory system using manual and automated methods, a technical order library in accordance with COMNAVAIRFORINST 4790.2 (series), master repository and satellite locations for use by system maintainers.
  • Review automated indexes and determine the need to establish initial distribution requirements and for updates to the applicable date for the system assigned. Perform computer database and system analysis, tracks and documents receipt of Technical Directives, and provides other various support.
  • Technical Order Librarian may also direct lower-level clerks. Positions above level IV are excluded. Such positions (which may include supervisory responsibility over lower-level clerks) require workers to use a thorough knowledge of an office’s work and routine to 1) choose among widely varying methods and procedures to process complex transactions; and 2) select or devise steps necessary to complete assignments.
  • Greet visitors to the office and department, and answer questions regarding office procedures and policies.
  • Shall provide library services in support of maintenance of aircraft and weapons systems.
  • Shall complete the Aeronautical Technical Publications Library Management Course (D/E 555-0007) in accordance with CNAFINST 4790.2 (series).
  • Perform other job-related duties as assigned by the Site Manager and Assistant Site Manager. 

Required Qualifications: 

  • Secret clearance is required
  • Preferred minimum two (2) years additional education and/or related experience.
  • Aeronautical Technical Publications Library Management (C-555-0007) or equivalent.
  • Good working knowledge of Commander Naval Air Forces Instruction 4790.2 (series) and 00-25-100 (NAVAIR Publication) policies, methods, and technical publications.
  • Proficient using Microsoft Office applications (i.e., Word, Excel, PowerPoint, and Outlook)
  • Strong attention to details and organization skills
  • Excellent written and verbal communication
  • Ability to work well under pressure.
  • Ability to maintain effective working relationships, professional demeanor, and attitude.
  • Must be dependable.
  • Strong time management skills
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.

Work Environment

May be required to work in areas in or near a hangar/ flight line that may be noisy at times. May be exposed to moderate discomforts, such as heat, cold and wind. May be required to wear personal protective equipment when in or passing thru a hazardous area.

Position type:  Full Time

Classification: Non-Exempt 

Hours to Work: Monday through Friday, eight (8) hours per day. Evenings or weekends may be required as job duties demand. Hours are subject based on the needs of the squadron. 

Base Rate: $30.95 per hour

Health and Welfare Benefit: $4.93 per hour

Education:  High School Diploma or equivalent 

Requirement: Must be authorized to work in the United States 

Clearance Level: Must be able to obtain and retain a Secret Security Clearance
